Doctor Carlos Vargas Ramos
Director of Public Policy, External and Media Relations, and Development at the Center for Puerto Rican Studies. A political scientist by training, he is the co-editor of Puerto Ricans at the Dawn of the New Millennium and author of studies such as “The Role of State Actors in the Long Century of Puerto Rican Migration,” part of the work Caribbean Migrations: The Legacies of Colonialism (2020).
