Lic. René A. Vargas Martínez
Vice President for Puerto Rico and the Virgin Islands at Inclusiv: Attorney René Vargas Martínez leads the development and implementation of Inclusiv's regional initiatives in Puerto Rico and the Virgin Islands. In this role, he acts as the primary liaison between the national Inclusiv network, its units, and programs, as well as credit unions and cooperatives in each region. Attorney Vargas Martínez is responsible for ensuring the successful launch of new initiatives and tailoring programs to meet specific regional market needs, including providing services in Spanish and managing regulatory conditions in each sector.
For the past six years, he has led the creation and expansion of the CDFI Project for Puerto Rico. This initiative has helped remove barriers for Puerto Rican credit unions to access public and private economic resources, including funds from the U.S. Department of the Treasury aimed at the recovery and development of underserved communities on the island. In 2021, he was promoted to the position of Director of the Puerto Rico Network.
He has extensive experience in representation and advocacy matters. During his studies at the University of Puerto Rico School of Law, he served as a student representative to the Board of Trustees, an Academic Senator, and President of the General Student Council. He later served as Student Ombudsman at UPR Río Piedras campus, followed by a role as Associate Vice President for Student Affairs, where he mediated conflicts and oversaw student services offices across the UPR system. Attorney Vargas Martínez holds a bachelor’s degree in History and a Juris Doctor from the University of Puerto Rico School of Law.
